The legislation says that if technically and economically suitable, EU member states will have to deploy solar installations progressively in public and non-residential buildings, depending on their size.
Standards available for the energy rating of PV modules in different climatic conditions, but degradation rate and operational lifetime need additional scientific and standardisation work (no specific standard at present). Rules and regulations vary across different locations. In the UK, where I live, according to the planning portal, installing solar panels and equipment on residential buildings is categorised as permitted development. Mounting panels on walls is not optimal for year-round production.
