Typically, after a disk reaches 5 years of power-on time, the disk is more likely to fail. Some drives can still work perfectly fine even after 43,800 hours had passed, and some have even reached 10 years or more without any problems.
This usually takes some minutes only: after that, Hard Disk Sentinel displays the power on time based on the calculation. Most SAS drives count the power on time in minutes unit, so each value (you can verify on the S.M.A.R.T. page) may mean one minute of power on time. But your drive may count/report the value differently.
Spun down may still count as power on for SMART purposes. That's sounds like a reasonable theory (when a HDD is spun down, it probably still has some power going to it). Even then though, there's still a discrepancy of about 25 hours. No it's not always accurate. I have an SSD that's a little over a year old showing 6404 hours.
